Is it a good idea to phone my Senator even though he's not up for re-election?

It looks like Mel Martinez (R) from Florida was senator from my state that voted for this bailout. However, he's not up for re-election. Would I be better sending a nasty email or is it better to call. If I call, what should I say to voice my opposition for his vote for this bailout?
