Did i get ripped off?

my uncle sold me my first car about five months ago. he suppossedly put in all new brakes for $600. he was going to sell it to me for $700, but because of the new brakes he raised the price to $1300. it's an '89 plymouth sundance with lots of paint missing. the windshield wipers are starting to screw up and the automatic seat belt hardly ever works correctly. he's letting me make payments of $83 a month, but i can't help but feel like i got ripped off
